This has with reference to my representation dated 29^th April 2005, relating to huge Black Money transferred or deposited in the Switzerland Banks by the corrupt Indian Politicians, Bureaucrats, and unscrupulous Businessmen, (this as well as my subsequent representation are posted at: https://milapchoraria.tripod.com/swiss) and your response through Ms. Ruchita Jindal, B.O., on behalf of Swiss Ambassador to India, accompanying Official Policy of the Switzerland, being referred in a speech delivered by Ambassador Jacques de Watteville, Head of the Economic and Financial Affairs Division of the Swiss Federal Department of Foreign Affairs, at the Swiss Press Club, Geneva, on 23rd January 2002.

From the said Official Policy it looks like that the Switzerland is equally concerned with the international problem based on illegal money deposited in the Banks having situated in financial centres, including Switzerland, declaring that Switzerland launched a number of initiatives aimed at enhancing the effectiveness of the international fight against money laundering, financing of terrorism and corruption, claiming that Switzerland has absolutely no interest whatsoever in allowing its territory to be used for such activities, admitting that its negative impacts on the progress of numerous developing countries or nations in transition, and that the Switzerland's banking secrecy does not protect terrorists, nor does it protect criminal organizations or criminal activities of any nature whatsoever. But, contrary to each commitments or admissions, aforesaid Official Policy also subscribed that Switzerland does not intend to participate in a system that calls for an automatic exchange of information, after concluding complete contrary logic that developments on the international scene that are aimed at promoting a broader exchange of information cannot be separated from the fact that any easing of the observation of confidentiality in Switzerland would certainly be welcomed by various rival financial centres, which would be only too happy to welcome certain assets currently deposited in our country. Resultantly all the benefits from initiatives taken by the Switzerland, were compromised for the reasons best known to it, if not directed with object to protect “Swiss financial center”, at the cost of progress of numerous developing countries or nations in transition. Therefore, after considering all aspects, including involvement of huge Black Money deposited by the corrupt Indian Politicians, Bureaucrats, and unscrupulous Businessmen, in Swiss Banks, this is my Humble Demand before Your Excellency that in complete conformity with the admitted Official Policy that “Switzerland's banking secrecy does not protect terrorists, nor does it protect criminal organizations or criminal activities of any nature whatsoever”, and world wide accepted Policy of “Right to Information”, Switzerland should withdraw wrong part of the aforesaid Official Policy: “Switzerland does not intend to participate in a system that calls for an automatic exchange of information, particularly with respect to the money illegally deposited by the Corrupt Indian Politicians, Bureaucrats and unscrupulous businessmen, in Switzerland Banks without knowledge of the authority concerned”. I hope for a positive immediate response from Switzerland Government.

However, in any case within 30 days from the date of receipt of this Letter, if Switzerland Government would not agree in principle, to withdraw such wrong part of the Official Policy, it will ample clear that all the initiatives taken by the Switzerland were with behind the scene object to keep the original policy intact, prevailing since development of Swiss as world’s important financial center for illegal money. In such a case, I will have no other option, but to sit for “INDEFINITE FAST” outside Swiss Embassy at New Delhi (India).
