Shri Harkisdhan Singh Surjeet,
General Secretary CPI (M)

New Delhi
Dear Sir,
This is in strong contrast of what Dr. Biplab Das Gupta, M.P. said that no specific charges are leveled against
Shri Jyoti Basu, otherwise party might consider it, which he falsely said in reference to charges levelled by Shri Nripan
Chakraborty, Former Chief Minister of Tripura.
Shri Jyoti Basu misused his powers and abused his authority for pecuniary advantage of one particular group
of unscrupulous businessman being his Benami partners. For the gain and benefit of the said group, he criminalised the Government
and personally induldged in open corrupt practices to help blackmailing activities of the members of the said group, which
turned as Mafiadom. Being victim of corrupt practices of Shri Jyoti Basu, I had referred the facts relating to such corrupt
practices in several Court proceedings including the matter No. 3028 of 1991 of Calcutta High Court which have been an importance
in connection to my said charges, because this matter is a contempt proceeding against me initiated by the said Mafia leader
for my reference for him as "Mafia Leader". I was stick to my stand that I have rightly called him as Mafia Leader in consideration
to criminal acts and deeds adopted by him in full help, support and protection from Shri Jyoti Basu and had referred all such
facts and annexed about 1000 pages of documents with my affidavits. It is needless to mention here that after April 1992 the
said Mafia leader arranged for go out of the list for the said matter.
Since 1989 being a severe victim, I had sent several Memorandums to President of India and other authorities
with copies to Shri Jyoti Basu himself. I had sent more than 100 letters to CPI(M) Leaders referring therein NEXUS between
Shri Jyoti Basu and the said Mafiadom. Such letters had been sent to Shri Jyoti Basu Yourself, Shri Som Nath Chatterjee, M.P.,
West Bengal Assembly Speaker Shri hasim Abdul Halim, West Bengal Minister Shri Budhhadeb Bhattacharyya, West Bengal CPI(M)
leader Shri Biman Bose all by Regd. Post. But, I do not have reaction on any of my letters. Shri Jyoti Basu created such a
situation under which my living in Calcutta become impossible and I had to fled

from Calcutta along with my family. I am living in Delhi with serious threats to my life and as such I am
not in a position to disclose my whereabouts. I have 44 stabs in my physique and both legs of my son were severally crushed
through a created accident.
Finding no justice from anywhere, on 8/7/93, I sent my application under Section 19 of the prevention of
Corruption Act 1988, 197 of Criminal Procedure Code before President of India for according sanction to prosecute Shri Jyoti
Basu and copy of the said application was also sent to Shri Jyoti Basu, Yourself and other CPI(M) leaders. This matter was
also published in the front page of Amrita Bazar Patrika dated 15/11/94 under the heading of Basu accused of misaapropriation".
Therefore, this is totally incorrect that no specific charges against Shri Jyoti Basu are leveled.
I would like to add one more evidence of NEXUS between Shri Jyoti Basu and the said Mafiadom at the cost
of Public interest at large. The said Mafiadom purchased one Prime property namely Alexandra Court being premises No. 60/1,
Chowringhee Road, with clear planning and considerations that tenants will be removed by force from the properties with the
help of Shri Jyoti Basu and to earn more than Twenty Crores of Rupees in black money by developing a Market complex. To achieve
the object, they started terrorizing the tenants and had thrown bombs in the premises. Police was informed but they did not
take any action. Reportedly, one of the residents named Mr. Khosla telephoned to senior CBI officer in New Delhi Mr. Arun
Bhagat about such grave situation, who telephoned back to Home Secretary, West Bengal Mr. Manish Gupta, then only police arrested
the Head of the Mafiadom in night of 2nd October 1994. But, this is surprisingly enough that in serious violation
of law, within 3 hours of his arrest, he was released by Police in midnight. Press had reported that West Bengal Minister
Shri Matish Roy arranged for the said release, who later on made some childish statement that relations of accused arrived
at his residence in the night, but he telephoned to Police not for his release but for arrest of nephew of the said arrested
accused too. In fact, he was acted under instructions of Shri Jyoti Basu, but when the matter exposed in the Press such childish
statement was made. To make the people fool, a show cause notice was also issued upon the said Police Officer, who released
illegally the said member of the said Mafiadom.
This si also reported that now Mr. Matish Gupta, the Home Secretary of West Bengal has advised to the residents
of the said premises to settle with the new owners of the

premises. Possibly, he is trying to correct the mistake which he did by arresting the Benami Partner of Shri
Jyoti Basu.
However, I had referred the above matter in F. I. R. lodged on 21/12/94 before the Director CBI (Mr. Vijay
Ramarao) too.
Instead of repeating my charges again against Shri Jyoti Basu, I am enclosing herewith Xerox copy of my said
application dated 8/7/93, letter dated 1/11/93 from Govt. of India and news cutting of Amrita Bazar Patrika dated 15/11/93
proving that statement of Dr. Biplab Das Gupta M. P. is totally false.
In view of the above facts, please come with clean hands before the public that what is the policy of your
party on Corruption at high levels and what actions you had taken on my letters contained with facts concerned to corrupt
practice of Shri Jyoti Basu.
With Thanks,
Yours faithfully,
(Milap Chand Choraria)
