Mr. Bhure Lal Ji,

Secretary,

Central Vigilance Commission,

New Delhi.

Sir,

First of all, you please accept my congratulations, for your appointment, with challenging assignment as the Secretary of CVC, since your track record of a man of the Honesty and integrity.

I hope that you aware the findings of Vohra Committee which strongly asserted that a Parallel Government of Criminal / Mafia elements is running under Politics-Crime-Nexus, pushing the Government apparatus into irrelevance and put the lifes, liberties and properties of common man at a serious threat.

My own victimization under such Nexus, was integral part of the considerations of the Members of Vohra Committee. So, this is my belief that person like your reputation can uphold the value of the Commission, by making it more vigilant.

Sir, with the above hope, I would like to place two matters for appropriate action by the Commission. This is my undertaking that, if my charges would be proved as false, I am ready to go into Jail.

The Two matters are as under:-

  1. Protection of black-money of more thanRs.100 Crores by the Income Tax Department. Some details are referred in attached sheet and you can verify my charges by directing to submit the informations referred in the said sheet, attached here.
  2. Under criminal misconduct and violations of the directions of the Law and by disobeying the duties, concerned Railway Officials of the Indian Railway transferred valuable Railway Land, without any consideration or Public Interest, but for the pecuniary advantages of the beneficiary in the matter as detailed in attached sheet.

With hope of appropriate actions in both the matters from the Vigilance Commission.

With Thanks,

Yours faithfully,

(Milap Chand Choraria)
