Dear Sir,

I have noted with surprise that on the basis of false and fraudulent representations of one cheat and black mailer Chitta Ranjan Ganguly, you and your behalf Shri amnik Chand Choraria and Shri Shantilal Baid tried to find out where-about of me and even you sent a person Delhi to search for me and meet with me.

In connection with the above, for your perusal and knowledge I am enclosing herewith two papers under headings of "True facts" and an Appeal to all Humantarian People and would like to inform you that before joining hands with the said Cheat and blackmailer Chitta Ranjan Ganguly, you should also go through the Court proceedings of Misc. Case no. 1 of 1992 (filed u/s 340 Cr. P. C. against several persons including said Chitta Ranjan Ganguly), pending before West Bengal Coopeartive Tribunal, T.S.No. 745 of 1991 of Ld. City Civil Court at Calcutta, matter No. 3028 of 1991 together with application u/s 340 Cr. P.C. pending before Honble Calcutta High Court, order dated 9th January 1989, passed by Honble Mrs. Justice Protobha Bonerjea of Calcutta High Court, Judgment in C.O. N0. 3153-54(W) of 1987 passed by Honble High Court at Calcuatta, order dated 21st June 1989, passed by Honble Mr. Justice G. N. Ray and P.K. Banerjee J.J., of Calcutta High Court in Appeal No. 1312-13 of 1988 and several other proceddings.

I hope that after going through the concerned papers and proceedings, if you deal with the said cheat in any manner you will do the same entirely at your risk and if any damage is caused to me hold responsible for the same, which please note.

Dear Sir,

Today at about 10.30 A. M. on 30th October 1992, one Manik Chand Choraria, sudeenyl met me outside the premises No. 32, Netaji Subhash Road, Calcutta-700001 and informed me that one Jaichand Lal Sethia had been instructed by Chandan Basu (Yourself) to talk with me on behalf of one (Cheat and blackmailer) Chitta Ranjan Ganguly and on behalf of said Manik Chand Choraria was searching for me for at least 15 days. It is also reported by me relation Mr. Pratap Singh Choraria that said Manik Chand Choraria, collected my address of Delhi from him on false representations that the same is required by one of my relation Shri Nemi Chand Baid. I put on record that said Manik Chand Choraria is partner of said Jaichand Lal Sethias firm M/S. Ajay Fabrics of 14, Noormal Lohia Lane, Calcuatta-700007 and that he is running a Gambling Club. I would like to inform you that the said Chitta Ranjan Ganguly is a Cheat and blackmailer, as the facts referred in one of my paper under heading "True Facts", copy of whereof is enclosed for your kind notice.

That the said cheat Chitta Ranjan Ganguly, one public exploiter Chuni Lal Mukherjee one anti-social Motu Mishra are the members of mafiadom of one mafia leader Sanjay Kumar Jhunjhunwala (Director of M/S. Martin Burn Ltd.) and in or about December, 1989 said Mr. Jhunjhunwala threatened me to use Shri Jyoti Basu, the Chief Minister of West Bengal to harass (blackmail) me and subsequent to thereafter an high level criminal conspiracy was hatched by the State of West Bengal, Co-operation Department / Directorate to help blackmailing activities of the said Mafia Leader and State of West Bengal got forged the documents and acted under the said conspiracy as such I have filed some law suits against concerned Public Servants including Shri Jyoti Basu. In this connection I am also enclosing herewith a copy of my Appeal to all humantarian people, my two letters dated 21st October 1992 addressed to Shri Amit Deb, IAS, The Municipal Commissioner of the Calcutta Municipal Corporation and Shri Amlendu Brahma CDO. (HQ) for your kind notice.

That considering the involvement of the State of West Bengal in torturing, blackmailing, attempt to murder of me and my family members for the benefit of the said mafia leader, I have forwarded entire facts in details to the International Organisation of Human Rights to see that how "State" is a party to forgery, blackmail, harassment, humiliation etc. just to help the said mafia.

This is for your notice.

Shri Vijay Kumar Ji Chopra, The Editor of the Hind Samachar Paper Jallandhar Punjab, with reference to to his letters dated 27th March 1992 on the matter to Shri Jyoti Basu the CM of WB and Shrio Harkishan Singh Surjeet, General Secretary of C. P. I. (M) Party, but both had ignored the letters.
  6. & 7) Shri Jyoti Basu, the Chief Minister of West Bengal, Calcutta and Shri Harkishan Singh Surjeet, General Secretary C. P. I. (M), 14, Ashoka Road, New Delhi, with reference to letters of Shri Vijay Kumar Ji Chopra to them as referred under item No. 5.

8. Shri Biman Bose, C. P. I. (M) Party Leader of West Bengal with request to look into the matter.
